Foreign buyers are eligible for a residence permit: A) short-term / temporary residence permit (typically issued for 1 year and can be renewed annually) can be granted when buying property with market value ≥ USD 150,000 (as verified by a certified appraiser); B) Long-term / “investment residence permit” (issued for 5-year period and can be extended) granted for real estate investment of at least USD 300,000 qualifies.

Rental income is subject to a fixed 5% tax rate. Apartment resale is also taxed at 5%, applied only to the capital gain, when the property is resold within the first two years after registration. After two years of registration, the resale tax rate becomes 0%, meaning no tax is applied.
Property ownership is registered through the National Public Registry. The purchaser’s future ownership rights are registered after the layout scheme (layout plan) of the building is formally approved and registered. After signing the Pre-Purchase Agreement, the buyer is recorded as the future owner and receives an official Extract from the Public Registry confirming this status. Once all payments are completed and the Final Purchase Agreement is signed, the buyer is registered as the full legal owner, and an updated Ownership Extract is issued as the final proof of ownership. Registration is fast and efficient, typically completed within 1-4 business days, depending on the selected service package.
The purchase process (including signing the agreements and making payments) can be completed remotely. All agreements can be signed online through an electronic signature platform (Signify). If you are not a Georgian citizen, the final step of the process (registration of future ownership or ownership in the Public Registry) requires either: visiting Georgia in person or issuing a Power of Attorney to a representative who is in Georgia. The following documents are required for a remote transaction: valid passport, contact information (email, phone, address), a notarized and apostilled/legalized power of attorney authorizing registration on your behalf (optional, if you choose not to travel to Georgia and use a representative).
